Seven days is enough to see both Bishkek and give Karakol/Issyk-Kul proper time, without rushing either.
Day 1: Arrive Bishkek, city highlights tour or Ala-Archa if you have the energy. Day 2: Transfer to Karakol (stop at Burana Tower en route if you like history). Day 3: Jeti-Oguz horseback ride and waterfall. Day 4-5: Overnight Jeti-Oguz yurt stay, or swap in Altyn Arashan hot springs. Day 6: South shore day — Skazka Canyon and Barskoon waterfall. Day 7: Transfer back to Bishkek for your flight out, or a relaxed final morning in Karakol.
